I looked up the use of hazard flashers by states...

...and this is what I found:

South Carolina

Hazard lights may be used while driving for the purpose of warning the operators of other vehicles of the presence of a vehicular traffic hazard requiring the exercise of unusual care in approaching, overtaking or passing.

  3. I don't either! In Michigan, its only legal if your car is disabled (either driveable or on the side of the road). Not because it's raining. :(
